The lower, context-sensitive panel of the Civil View Explorer changes constantly, depending on which objects you have selected in the upper portion of the panel or in the 3ds Max Design viewports.
Context-sensitive rollouts dynamically appear here and provide a range of editing facilities for the currently selected object or scene element.
When context-sensitive panel contents are too long to be displayed in the Civil View Explorer panel, you can roll up the upper portion of the panel so you can see the extra rollouts. Alternatively, you can "grab" a blank portion of any rollout by holding down 
(the left mouse button), and drag the entire contents of the Civil Explorer panel up or down to reveal hidden portions of any displayed rollout.
