You now have a single command for both horizontal and vertical dimension lines instead of two different ones. Depending on how you handle the dimension in the preview stage - before placing it in the detail - it will be created as either a horizontal or a vertical dimension. The location of the command on the Ribbon has not changed - Labels & Dimensions tab , Parametric Dimensions panel :
