Gets or sets the highest value in the range.

If UpperBoundInclusive is true, then this value is included in the range, otherwise it is not.

Exception	Condition
System.ArgumentException	Thrown when: UpperBoundValue is less than the DefaultValue when UseDefaultValue is true. UpperBoundValue is less than the LowerBoundValue when UseDefaultValue is false.
