To Create a New Layer That is Visible in Only One Viewport
Click a layout tab.
Double-click within a layout viewport to make it current.
Create a layer.
In the Layer Properties Manager, click New Layer.
Enter a new layer name by typing over the highlighted layer name.
Layer names can be up to 255 characters long (double-byte or alphanumeric), and include letters, numbers, spaces, and several special characters.
Layer names cannot include the following characters: < > / \ “ : ; ? * | = ‘
Right-click the new layer and choose
VP Freeze Layer

In All Viewports Except Current
.
In the New VP Freeze column, click the icon to change the layer's state so the layer is frozen in any new viewport created.
