Workspace catalogs describe tool palette sets, and are stored in a separate directory from stock tool catalogs. The framework inspects workspace catalogs after it loads the stock tools. Entries in a workspace catalog describe the UI configuration for a set of tool palettes, and provide references to tool palette definitions found in other files.
