Rebuilds subdivision levels.

Users have requested that we add Mudbox's 'Rebuild Subdivision Levels' command to Maya, because it will be useful for them in their modelling workflows. This story will cover the UI/UX work required to make this command easily accessible and learnable for Maya users.
