Thrown when:
- The value is less than or equal to 0.
- The value greater than or equal to the current length plus next region's length.

Thrown when:
- The RegionType of current region is AlignmentRegionType.Automatic.
- The current region has the next region and next region's start station can not be set.
- The current region is the last one and previous region's end station can not be set.

Remarks
- Changing the Length value will modify the EndStation value of the region.
- Changing the Length value will modify the StartStation of ExitTransition.
- Changing the Length value might affect the Length and StartStaion of the next region.
