ANSI/ASHRAE Standard 140

A previous Standard 140 bug was fixed for this release: the altitude of the DRYCOLD.bin weather file now uses the correct altitude of 0. Differences noted for this release are in COP2 calculations for Section 5-3B, and are likely due to a reporting bug, which will be addressed in an upcoming release.
