The Plan View command is designed to revert the model space drawing back to a full plan view of the complete drawing with the UCS set to world. This command is typically used after the Create Sectional View command is used.
The Create Sectional View command sets up 'clipping planes' and rotates the UCS to suit the new view. It may not be convenient to return to the AutoCAD Top View as clipping planes will still be active and the complete drawing will not be visible. The Plan View command returns the drawing back to a overall plan view. The UCS will be returned to the world status and all clipping planes will be removed.
