Copper clearance is the minimum distance between tracks, copper pours, pads, SMDs, and vias of different signals, as well as between SMDs, pads, and vias of the same signal. Setting the values for "Same signal" checks to 0 disables the respective check.

When a net belongs to a special net class, Fusion checks the Clearance diameter values you set in Design Rules** > Custom Rules. If these values exceed those in the Design Rules > General Rules, Fusion applies the higher values.
