Pier foundations possess one parameter considered for defining its top.

Pier foundation origins are defined by lateral, longitudinal, and vertical dimensions.
Lateral and Longitudinal Dimensions. A pier foundation origin is placed directly under the origin of its pier.
Vertical Dimension. When MatchBySurfaceToPier is set to False, the origin must be at the top of the foundation.
When MatchBySurfaceToPier is set to True, the origin can be at any elevation. The top of the foundation is then considered to be the top of the bounding box of the foundation. This is the more accurate but slower option. A true match by surface, between foundation and pier, is not performed. The foundation and pier may not touch if the pier bottom or foundation top are not both horizontal. However, the BottomVerticalOffset parameter of the pier can adjust this.
