The Provisioner periodically polls the SCM Queue for Jobs that are ready to run for a particular product. Its role is to ensure that Conductors and Workers are spawned to serve Jobs in the SCM Queue. The number of Conductors/Workers that it can spawn at any time is user-configurable and is typically dependent on the amount of system resources available to run solver Jobs on the machine it is running on.
