To Save the Layer Overrides in a Layout Viewport as a Layer State

In a layout, double-click in a layout viewport to make it the current one.
Click Home tab Layers panel Layer States Manager
In the Layer States Manager, click New.
In the New Layer State to Save dialog box, enter a name for the new layer state. You can also add a description.
Click OK, and close the Layer State Manager.
