Do one of the following:

Click Navigation Bar Steering Wheels drop-down Full Navigation Wheel.At the Command prompt, enter NAVSWHEELMODE. When prompted for a new value, enter 2 and then start the NAVSWHEEL command.
Right-click the wheel, and click Full Navigation Wheel.
