Do one of the following:

Click Navigation Bar Steering Wheels drop-down Mini Full Navigation Wheel .At the Command prompt, enter NAVSWHEELMODE. When prompted for a new value, enter 6 and then start the NAVSWHEEL command.
Right-click the wheel, and click Mini Full Navigation Wheel.
