Sets the behavior of several control keys between DOS and Windows standards.

0	Ctrl+C cancels the command in progress, and Ctrl+V cycles the current viewport.
1	Ctrl+C copies selected objects to the Clipboard, Ctrl+V pastes objects from the Clipboard, and Ctrl+R cycles the current viewport.
