Do one of the following:

Click Navigation Bar Steering Wheels drop-down Mini View Object Wheel .At the Command prompt, enter NAVSWHEELMODE. When prompted for a new value, enter 4 and then start the NAVSWHEEL command.
Right-click the wheel, and choose Mini View Object Wheel.
