Click Navigation Bar Steering Wheels drop-down Basic Tour Building Wheel .At the Command prompt, enter NAVSWHEELMODE. When prompted for a new value, enter 1 and then start the NAVSWHEEL command.
Right-click the wheel, and choose Basic Wheels Tour Building Wheel.
