To Attach a Balloon to an Object (AutoCAD Mechanical Toolset)

In the drawing area, double-click the balloon to attach. The Balloon dialog box is displayed.
In the toolbar of the Balloon dialog box, click . The dialog box hides.
In the drawing area, select the object to attach the balloon to. The dialog box is displayed again.
Tip:
When you move the pointer over objects in the drawing area, the program highlights ones to which you can attach the balloon.
Click OK.
