Yes, view was probably set to Crop . with the view set to Crop if the crop region is not adjusted, the view title will place wherever the bottom left of the crop region is. with the Crop Region Visible off, when you mouse over the view you would see the view port boundary. in the original image, it looked like the crop region was on (and likely being Cropped ).

Currently, Revit only allows rotating a section view by 90 degrees clockwise or counterclockwise using the Rotation on Sheet parameter of the Viewport . This method rotates the view on the sheet without affecting the crop region or the section line in the plan view.
