The Insert DXF tool, imports a DXF file into the current design.

On the Design toolbar, select Place > Insert DXF /DWG . In the Open file dialog, browse to and select the DXF or DWG file to insert.

A quick guess is the DXF you were sent is 3D and Fusion 360 will not import that.
