Once you open the Grease Pencil tool, you can draw on any frame to which you have moved the Time Slider. You can disable this function if you turn off the Auto Create Frames option in the Grease Pencil Tool options menu.
This way, you can only add Grease Pencil frames after you click the 
in the Grease Pencil tools, which can prevent unintentional frame marking.
