The tolerances applied to the feature do not constrain all aspects of orientation. The feature location may be constrained while its orientation is unconstrained. For example, a shaft with a position tolerance to an incomplete datum reference frame (DRF).
Try specifying a different datum reference frame to resolve the issue.
