Autodesk Engineer-to-Order comes in two variants that are used in different ways:

Autodesk Engineer-to-Order is an authoring environment. Use it to develop, debug, and modify
designs
and
rules
for particular applications. It is delivered with a number of tools and documentation (including Inventor and Inventor OEM), which are targeted at Rule developers. With ETO Developer, you can create deployments that contain Intent run-time components, and include Inventor OEM as the host application.

Autodesk Engineer-to-Order Server is a combination of Intent run-time components with a built-in run-time of Autodesk Inventor.
ETO is required to build

and
Rules
for operation.
