The Maya interface is built using the Qt framework. You can create custom UI for Maya using Qt Designer. Qt Designer is available from the Qt Development Tools web site. Consult the Maya Open Source Components page for the version of Qt used by Maya.
You can load your custom UI into Maya using the loadUI command.
