Cutoff feature tool selection

The default selected tool for turning has:

• Lathe - groove/cutoff type.
• An insert Width equal to the Cutoff feature Width.
• The shortest depth that cuts to the bottom of the feature.
• The proper orientation for the type of cut. For Back tool posts, the orientation is required. For Front tool posts, the orientation is required.
