When on, the Curve Editor displays tangent handles for all keys on displayed curves.

Track View > Editing Keys in Curve Editor > Curves Toolbar > (View All Tangents)
You can make changes to multiple tangent handles simultaneously by using Show All Tangents in conjunction with Lock Tangents.
